Blackjack Panga Pouch Sheath Fit

I recently acquired a Blackjack Panga that came with a leather pouch type sheath. It's evident that the sheath was (sort of) fitted to the knife, but the knife is very loose in the sheath. It slides into and out of the sheath with very little (almost no) friction. The sheath will not retain the knife if it's turned upside down (i.e., gravity is the only force securing the knife in it's sheath, if that makes sense). Is this normal for this model? I'm accustomed to pouch type sheaths holding onto knives more securely.
 
I handled one at a show and it fit tight enough that you could turn it upside down and shake it without the knife coming out.

One solution is self-stick felt available at craft stores and depts. It comes in black and dark brown, and a swatch inside the sheath shims it up in a few seconds.
 
Good idea. I might give that a try. I think a lot of the Pangas have relatively "tacky" rubbery handles. Mine, however, is made out of micarta. I think that reduces the friction between the knife and the sheath.
