Blackjack and Marbles seem to have a similar formula (52100 steel, convex edge) and are both highly regarded. The size range I use the most is shorter knives -- 3-4" (something I might even be able to get away with taking into the office).
So -- Blackjack Small, or Marbles Caper? What differences would somebody notice?

The Marbles has a full, scale tang and no guard. If I were choosing between the two, I'd get the Marbles.

If office carry is even remotely a possibility, I would go with the Marble's. The Caper is an elegant little knife when paired with the red jigged bone scales and not likely to raise many eyebrows. It would look even better when dressed up with a nice custom leather sheath. The factory offering is definitely not much to look at.

I think Jamie got it right on. The Caper is a smaller, lighter knife than the Small. Build quality is identical. Both are made by Marble's (who makes the Small for Blackjack is my understanding, as confirmed by Judy@Marble's on the KFC Marbles Forum)
The Small is a heavy duty little knife with 5/32" stock and a guard.
I don't have the caper, but have handled several and it is on my short list. Here are some pics of the Small

Either way you'll get a nice knife with a high performance profile.

Stay sharp,
