Blade Centering

Not common but often seen. Try a search. There should be advice found.
 
in a production knife a mm wouldn't bother me, now in a custom i'd expect a centered blade.
 
It happens. With some hand-made knives, it's more the rule than the exception - some makers actually do it on purpose, to give it a flaw that makes it look 'hand-made'.
 
Seems to be more prevalent in longer models with thinner liners to me because I've seen it a lot but now and then you get smaller ones with it also. I get a lot of knives shipped to me that have pivot tension set such that it allows the blade to sit a bit off center. So long as its not dragging the side of a liner its not a problem.
