Blade "fog"

This problem has me curious. Just got a Lum Chinese Folder (great knife) and the blade about a 1/2" from the edge is shiny and the rest of the blade, the other 1/2", is sort of 'foggy' (smeared) - like when you'd run your fingers over the blade. I wiped the whole blade down with a chamois, but as soon as I open it, the 'fog' appears again and no matter how hard I clean it, it's always there - on the 1/2" away from the edge.
I washed the whole knife, carefully dried it, re-lubed the pivot and the same thing happens! This has no impact on knife use, but I'm wondering why this happens! Why won't the entire blade 'hold' the shine and what the heck's causing the 'fog' up? Anybody have a suggestion or even know what I'm talking about? I have lots of knifes, but have never seen this before. I'm also wondering why it only happens at the top 1/2 of the blade and not the bottom half near the edge.

A local knife dealer told me to use windex on knives (they do). My knife came with a film of oil ( i think) on it. It cleaned up the knife & did not damage it in any way.

There's probably some heavy oil on the blade. Buffing it with a chamois will just sort of spread it around.

Windex is the exact thing to use. Windex is a weak amonia solution and it cuts right through oils. It's very weak, though, so it won't damage any steel. But, I'd be careful not to get it on delicate insert materials primarily because it does have a weak blue dye in it too.
 
There is no need to rinse.

Amonia evaporates very quickly leaving no residue and certainly no need or desire to oil. The reason we used the windex was to remove some sort of oil. It you are worried about rust, but don't want the cloudy appearance that an oil film will create on a polished blade, then use a wax such as Ren Wax.
 
Guys, this thread was really helpful. There were 2 small smudges on my Amphibian's blade when I got it, and they wouldn't come off. This was on a stonewashed blade with the transparent black coating, so it really shows up fingerprints and smudges. I tried soap and water, noxon and maas polish, they wouldn't come off. I thought they were just a flaw in the coating and I'd have to live with it. But the windex plus some elbow grease with a Q-tip did eventually get 'em off. I wonder what the heck they were made out of?
