Don't have any power tools/sharpeners, cannot afford to get any, so they are not an option.

Which is best for minor reprofiling an edge?

File?

Diamond Stone?

Coarse wet stone?

Chef's Steel?

The blade that needs work is a Case CV sheepsfoot.
 
Diamond cuts anything.

With a simple carbon steel like Case CV,a cheap silicon carbide stone will reprofile the edge easily.

Thin grind & simple steel. Quick & easy with a SiC stone (fast) or 'Fine' diamond hone (VERY fast). Due to the thin grind & simple steel, I'd not use anything coarser than a Fine diamond or the 'Fine' side of a double-sided SiC stone like Norton's 'Economy' stone found at Home Depot. Anything coarser will take a lot more steel off than is necessary and will leave the thin edge pretty ragged and needing refinement. Either the Fine diamond or the Fine SiC can leave great working edges on these blades by themselves.

Dollar stores sometimes have double-sided stones.

For small folders, a diamond needle file or stone should work fine. Harbor Freight has them for under $10.
