Blade Restoration:Finish

I have a survival knife that has been sheathed enough times to create some fine scratches against the grain of the "brushed finish" What is the quickest way to return my knife to a "like-new" state. The edge is perfect. I just want to restore the finish to put into my display case. Do I need a buffer wheel?

How is the finish applied in the first place? It is a Blackjack Ek Bowie with a brushed-stainless finish.
