My neighbor is owner of dental lab retires and sells his equipment including
variable speed rotary tool called "Dream III" It comes with hand piece and floor pedal He paid $600 for it 3 years ago and wants $200 for it now. It looks like a good tool. Speed can be adjusted by rotating knob or by pedal. There is also actual speed indicator.

Can anyone tell me what exact speed, power, features etc. I would need in a rotary tool that can be used for sculpturing?

The higher the better, but anything above 35,000rpm will be okay to work with. The better dental tools will be 50k rpm and higher. The really high rpm like the turbocarver will do like 300k rpm, but with very little torque.
 
It should work OK.Remember that dental tools aren't made for heavy use and lateral force.Tooth enamel doesn't put as much of a fight as steel.Also check on what bit/burr sizes and type it takes.Many take dental burrs only.
