Blade still dull after sharpening??

I have a Kershaw Brawler, which is my cheapest knife so I use it to practice my skills, I can sharpen the tip to go through paper like butter but the rest of the blade is super dull. I can also sharpen big knives, like a BM Adamas no problem, which is weird. So what can I possibly be doing wrong?

I used whetstones, a 600/800 grit(Not really sure, its older than me) and 6000 grit stone, have a 1000 on the way.
8cr13mov should be a cake walk in terms of sharpening compared to D2.
 
Make sure you're actually hitting the edge. Mark the edge with a sharpie and make a few passes on your stone, if you still have sharpie on the very edge of the bevel then you need to either reprofile the edge or increase your angle to match the current bevel. Sharpening isn't hard, you just have to know the basics and understand conceptually what you're doing (grinding steel to meet at a perfect apex then refining said apex). Once you understand what you're doing you can successfully sharpen anything with an edge with relative ease.
 
In all likelihood, it probably is one or more of the following:

1. Edge not apexed (most likely).
2. Very thick edge angle (common on factory edges). On this particular knife (thick blade with tanto/chisel grind), it's all the more possible, as these blades aren't usually made for fine slicing.
3. Combination of both of the above.

8Cr13MoV is pretty straightforward, for sharpening. You might post a pic of the blade edge (as close-up as possible), and that might clarify what needs to be done, in terms of advice given.

Just go to the coarse stone, and grind for a bit. Then look at the edge, along the whole length there should be uniform grind marks. Also, you might be changing the angel alot. You can look at the width of the bevel for that. The lower the angle used, the wider the bevel. On my Kershaw Volt, I convex sharpen on a belt sander with about a 20 degree angle, and the bevel is as wide as a DVD at least.
