Blotchy polishing

I've steadily been working on my hand sharpening. It's been improving but I've got a ways to go still. My end results are pretty satisfying, I'm able to push cut newspaper and they even shave hair fairly well, although no "hair poppin" quite yet. My problem occurs after finishing with the polishing stone. The edge seems to be somewhat blotchy, like parts here and there are super shiny and mirror like while others are more dull. Theres no pattern or consistency in the blotchy-ness and I get it with every knife I sharpen. I'm not sure if the color distortion effects the performance or if its simply an aesthetic thing but its something I'd like help with.

I tried to get a picture of it but my camera wasn't able to capture the problem

I finish with a newspaper strop followed by a leather strop, with no compound (possible cause?)

Do they have a brand?
Do they use water? oil?

8000 is fairly fine in about any grit standard but not mirror finish. A blotchy mirror finish is usually a issue of not removing all your previous scratches so what your likely seeing is your 1k and 3k scratches.

Newsprint will polish but also scratch steel, I would recommend omitting this step.
