You want it to be functional just as a boarding axe?
Like what a pirate would use to capture a ship? Or HM Royal Navy to cut free of one?
Or are you thinking of a hewing axe? One to make boards?
Pretty much any carbon steel heat treated correctly, for an axe, will get the job done.
5160 would probably be the best/least expensive option. It's what I would go with.
