Boker Damascus Base?

Would anyone happen to know the base steels used in Boker's Higo Kinzoku Damascus friction folder? A friend bought one for himself and was curious as to what quality of steel they use in these
 
Unfortunately Boker does not seem to disclose the steel type anywhere. Being that it is made in China I would expect that whatever it is, it won't be too exciting. My guess would be 7CR17. But that's just a guess.
The "real" Higo maker Nagao also makes a damascus Higonokami using Aogami 2 core and 16 layer damascus.

As a side note the Boker Higos have written in Japanese - 素敵な金属工具 Sutekina kinzokukougu - A fabulous metalurgical tool
the kind of odd ball "Japanese" writing often seen on M.I.C. copies of Japanese knives.
