Boker Top-Lock 2?

I just bought a Boker "Top-Lock 2" auto from a really cool company. Boker says it uses 420 stainless. Is it any good. I know the steel that Mr. Hibben uses on his fantasy knives is 420 j2, which from what I've read, is less that "high-grade". Any input would be greatly appreciated. Also, iF anyone has an idea of what the "real" laws are for auto's in Texas, please advise. thanx
