I found this Hatchet at the GEC Rendezvous! Can anyone tell me who made it, and if it is a "real" Scout tool??

That is a gorgeous find. I've a collection of BSA hatchets and a few guidebooks for same. When I get a moment to dig them out I'll double check to see if any Canadian examples are listed. For what it's worth the Canuckians went from "Boy Scouts of Canada" to "Scouts Canada" in 1976 so your hatchet likely predates that.
