I was curious - what companies actually made the hatchets or axes for E.C. Simmons, Herter, and Baker & Hamilton (Stiletto)?

Herters: Collins and after 1966 probably METCo
Keen Kutter: When they merged with Winchester they were able to make their own axes. They also had contracts with True Temper and Collins
B&H True Temper, Warren, Hults Bruk
Most likely EC Simmons and B&H used other axe makers, too, depending on point in time

Very interesting and thank you for posting. The Keen Kutter brand was made else where once the Walden Factory went bust in 1926. Today subcontracting production is the norm. Bids are put out to prospective bidders, their facilities and processes evaluated to see if they are fit for purpose, and the low bidder typically wins.

I had lunch with a Contracting Officer from Scotts the fertilizer company. Scotts will award contracts to small bidders, even if they are not the lowest bidder, to maintain competition in the subcontractor base. Of course the lowest bidder gets the largest contract. Scotts understands that sole source contracting is a very bad place to be.
 
Definitely the later Keen Kutters were made by True Temper. I have a K.K. that is exactly a TT Kelly Perfect.

I think I read before that Stilettos were also made by Kelly/True Temper.
Yes, Kelly/True Temper made a lot of Stiletto axes.
