I have no idea of the history but a lot of modern and historic traditional style folders have brass liners. They sure do look nice and can be machined and polished easy. I'd also hazard a guess to say that they don't make "swirlies" on the blade as much as say steel because brass is much softer.

Brass is also known for being a lubricant to the blade's steel it contacts, making the folder work smoothly.
