Browning commemorative questions?

This was gifted to me a few back. Anyone know anything about this? What steel is it? What kind of scales these are? Box is solid and knife seems custom quality. Found a bit online but can't find any specs what so ever besides the size of it. Thanks yall. If this is in wrong section my apologies...
