Buck "for export only" ?

I bought a Buck 112 in Holland the other day. The box had a sticker mentioning something like "for export only"
(I can't remeber the exact line and I'm back in Cambodia now with the knife in Holland, so can't check..)
Why would they put this sticker on the box? Are the better looking knifes meant for export? (My knife had pretty rich scales!) Or is it a customs/tax thing to prevent the knives being sold in the USA without having paid VAT?
 
Usually Buck stuff, notably in blister packs, has the export only sticker on them in Norwegian stores as well.
 
I got a Bucklite Max off of ebay a few years ago that had the "export only" sticker, and I am in the US. The seller was from Washington state if I remember right.
