Are you thinking about history of a specific model or about company information—for example yearly production numbers? I'm doubtful Joe can be replaced. For specific models there are plenty of people with information, but many of them aren't very active. The problem is figuring out who has the information for a particular model.

I've had good luck getting history questions answered by following the advise on the Buck website:

If you have a question about a knife and its history, our historians will do their best to answer it. Please email a clear photo(s) of the knife and box (if you have it) to history@buckknives.com. Please allow 1-2 weeks for us to research the product and get back to you.

Not always, but often times it has been Tony Wagner who replies.
 
I have Tony's email. I was thinking he retired.
My question is about the rationale behind a knife produced 6 years ago.
May or may not be answerable ;)

Oh, it wasn't a secret and kinda silly. Remember the 110LT Race Knife? A Web Special from 2019 with a Checkere flag motif. Guy said it was for a NASCAR Project. I'm curious about the origins of the knife pattern. Now, are you sorry you asked?
 
Tony helped me with info on a special limited run knife made for a specific sporting goods store. I bet he could give you some info on the NASCAR 110.
