Major Surgery on my Buck Striders. I replaced the blades, drilled out the rivets, replaced them with screws and stand-off kits from eBay.

Looks good. From where did you source the new blades?

I had one of those years ago. Love the handle design so much so I did a couple cold steel fixed blade handle conversions with the same design. You did well on those.

Iirc, designer Tarani advocated two-handed opening of folding knives in high stress situarions, and the rough blade surfaces would be advantagous for that purpose.

That is more like stippling or deep bead blasting. Not sure how they do it though.

Kwackster is correct. The textured surface is for two-handed opening. It's referred to as "Positive Deployment Texturing", or "PDT" for short. But I don't know how they produce it.
