Buck TLC ?

This tool looks like a really well designed piece for it's specific applications (tile, linoleum, carpet), and at a great price at SMKW. What kind of steel is it? Does it fold? lock? Does it have a sheath?
 
The TLC is a fixed blade and it is a Tile Linoleum Carpet (TLC) cutter. It originally came with a neat sheath but later it was offered on a skinpack card without a sheath; there is not much telling what Smokey has. It also came with the BUCK name only on it or with the Workman name etched on it with a Buck tang stamp. It IS a handy knife.
