Bug that bores into mortar!!!

OK, I didn't believe it, but a neighbour called me over to see holes bored into her mortar between the bricks. I actually saw a cross between a fly and a beetle (no picture, no cam at the time) come out. The other holes were plugged with what looked like leaves, stuffed tight and almost burned looking. What the heck can bore into cement? We have carpenter bees that made a hole in my pine shed, but in cement!!! I am a little scared.

These aren't weepholes, they are at eye level, with a little pile of mortar dust under them. They aren't cement "bugholes" where impurities or airpockets cause holes. These are honest to goodness drilled holes!!! Soft mortar I guess.
