i burned the tip of the blade i was working on and have a small blue mark on it. does the tip need to be reground to remove the affected area or will heat treating take care of it?

As long as you haven't heat treated/tempered the blade yet, you should be fine.

No problem. If you did the same thing after HT then you would have something to get mad about. If you burn up the tip after HT it will screw your HT/tempering and it will have to be heat treated all over again.
