Burner misbehaving

I built a new burner for the forge but can't get a tight blue flame at the end of the tube. The flame is orange whether I crank up the regulator ( 0-30 ) or decrease it. When I crank it up the fire ball gets bigger so I know its working. Can the problem be air or orifice size (#57 drill bit ). Not much more to the burner to trouble shoot.
 
You didn't say if it was a venturi burner,but I assume it is.The orifice needs to be moved back and forth until it draws enough air to mix properly.If the air input is wrong,it won't work.
Who's plans are you using?
Are you sure the orifice is positioned to draw air in?
Post a photo.It will help a lot in figuring out the problem.

Its a Reil type upwind burner. The only adjustments' either side to side or rotate the orifice. It's an exact duplicate of last years model which worked right off the get go. Same regulator (0-30) and same orifice size (#57). I can't Think of doing anything different. To me it looks like it's dumping too much fuel.
