Some burrs need to be gently abraded away. If the steel is very ductile, a very smooth-surfaced tool might just push the burr back & forth from side to side, without doing much abrading or cutting at all. And a very hard & smooth surface might also create more burring, if pressure is a little too heavy against the edge. Tungsten carbide is clearly hard enough, but some abrasiveness might also be needed.
If the burrs are more brittle, most anything from paper to wood, or leather, etc. can usually strip the burrs away.
