I don't work for VeriSign or PayPal, but have tried to work with them and it's REALLY hard to get a straight answer. It was hard enough when it was just VeriSign. However, when PayPal bought the online payment gateway, but VeriSign was still supposed to support it, the situation became one where I got bounced from PP to VS and then from VS to PP. It felt an awful lot like PayPal really wanted to sell me something but didn't have anyone who knew how the systems worked so they couldn't help me, while VeriSign may have known how things worked but they weren't going to make any money from the deal, so they wouldn't help me. Eventually, after 3 hours of bouncing from one to the other, I got fed up and reported that they simply couldn't provide the additional service that we wanted.
