I say tip up, and here is my reasoning:
Tip up is more convenient for everyday carry. It may be a tiny bit more dangerous, but I think that the benefits out weigh the possible dangers.
The benefits are: Easier deployment, greater familiarity (most hard use knives are tip up), quicker deployment, and less chance of loosing grip of the knife as you change the position in your hand.
The only benefit to tip down carry is that it is possibly "safer". There is no chance of the blade opening while you pull it out of your pocket.
I've been around knives long enough to respect the sharp part. I don't need any "child proofing" designs to keep me safe. Give me what works best, not what you think will protect me the best.
