When I got my Basic 9, I noticed the matching holes in the sheath and guard, but didn't realize what they're for. Now I find that it's for a padlock. What do y'all think of this concept? Anybody actually lock their Busse?

It serves several purposes. The locking feature is for those who need to lock it down for safety in harsh enviroments like jumping out of a plane. I would hate to of just landed and my buddy above me forgot to lock his down.

Also you can use the hole on the blade to help attach the knife to a piece of wood to fashion a spear.

I believe the intended usage is actually to keep the blade from being released from the sheath by someone(ie--youngsters) without permission to do so.
