Sean, that is short for fixed blade. I have a couple of fixed blades that I carry in my left pocket on ocaasion. They can be released one handed from their kydex sheaths, if need be. I may be working on something with my right hand, and need a knife, it is just convenient to have a pocket fixed blade.
