The one with all the electrical tape has been sharpened a lot, and the one in the front is in much better condition.
Did you measure the eyes on them ?
That is how you determine if an axe is a cruiser, full size axes can be worn down smaller and subsequently loose weight.

I would say the front axe is a good condition user, while the other will be less desirable.
I'm not familiar with the brand, but they don't look exceptionally old, and are simple axes without eye catching embossing people would like to display.
