CA issue vs CA legal?

what's the difference? Is the Schrade Scaly in particular an automatic?
Here is the description:

Schrade Automatic California Issue Knife (1.7" Satin Plain) SCALY

the reason i'm confused is because someone bought one on Amazon and complained that the knife was not automatic, even though it was described as being such. he also mentioned that there is a difference between CA issue and CA legal.
 
Never heard of "CA issue" before. Switchblades are allowed in California so long as they are under 2". so 1.7" is "CA legal" for a switchblade. By the way, I strongly recommend that you hold a 1.7" blade before you buy one. I'd much rather have a spring assisted knife with a longer blade. An assisted Kershaw with decent steel can barely scratch your wallet (and easily cut it in half ;) )
