Is it legal to carry any folding knife in CA regardless of its size as long as it is Concealed?

Yes, any size folder as long as it's not a switchblade or butterfly knife. LA only has a rule about more than 3" openly carried. It has some exception for work, cooking, etc. but open carry of >3 inches "just cuz I want to" doesn't count.

Glistam is correct.

If you want to research Los Angeles knife laws you can find them using the links I provided below. It can take a bit of navigating, but the laws are there. Or you can save yourself the time and effort and simply ask about LA knife laws here. There are people here who know LA knife laws quite well (like myself). But as far as the question you asked, like I said, Glistam is correct (he's very knowledgeable regarding knife laws).

Here is a link to the official Los Angeles Municipal website where the LA municipal codes can be found- http://www.amlegal.com/library/ca/losangeles.shtml

And here is a link to the official Los Angeles County website where the LA county codes can be found- http://www.lacounty.gov/wps/portal/lac/government/public/

The knife laws are the same for both LA County and LA Municipality, they just have different statute numbers.

Everything is illegal in Kalifornia. Anything that is not illegal is known to cause cancer. And the 'gasoline' sold there is pretty close to near beer due to the high ethanol content, which causes you to buy more even fuel because ethanol reduces your mileage (and causes you to pay more for subsidies to farmers to produce it (while farmers use more fossil fuels to produce their crops)). Kalifornia is hard to figure, for sure. Most overpriced/over-regulated state in Amerika. Nice motorcycling country, tho'.

Why don't you pay for a membership to talk politics.

Last I checked there's no size restriction on either fixed or folder, just no switch, butterfly, or daggers and fixed is open carry only.

edit: apparently county to county is really varied... most of the strict rules seem to apply to commercial areas and government buildings. I don't think you'd run into trouble with length if you're out camping though.

First, there is no law in California that makes it illegal to own or openly carry a dagger in public. Here is a link to the official California legislative website where all of Californias knife laws can be found. Not someones interpretation of the laws, but the actual criminal statutes- http://leginfo.legislature.ca.gov/faces/codes.xhtml. Like I said, no such prohibition exists. It is perfectly legal to own and openly carry a dagger in California.

Second, both Los Angeles County, and the city of Los Angeles (municipality) have a length restriction of 3" on ANY knife carried openly in public, not just in commercial areas or government buildings.

The LA County statutes pertaining to this blade length limit are- 13.62.010, 13.62.020, 13.62.030, 13.62.040

And the LA Municipal statutes pertaining to the blade length limit are- 55.10a, 55.10b, 55.10c

These laws are both very clear and very specific. And they are very much the law in LA. There are exceptions to the blade length limit, specifically- carrying for LEGITIMATE work-related or recreational activities, or religious practice. But one should not expect these exceptions to be broadly applied. Unless you can PROVE that you are carrying it for one of those reasons, and do so to the satisfaction of the cops, a prosecutor, or a judge, you could be in trouble.

What does "carried openly" mean? If I have a >3" folder clipped to my pocket and part of the folder is exposed, does that qualify as carrying the folder openly? How about if I use a deep carry clip and only the clip is exposed, not the knife. Then am I carrying it openly?

LA knife laws were written before pocket clips on knives became commonplace. As a result, there is no mention of them in the law, and the laws have not been updated to include them. As my lawyer explained to me regarding this matter- "Best to err on the side of caution. Don't carry a knife in any visible manner with a blade longer than 3" using a pocket clip or belt sheath in LA. If you are going to carry a folder with a blade longer than 3", and if you have no lawfully legitimate reason for carrying it, then carry it COMPLETELY concealed (deep-pocket, in a bag, etc)".

Now while it's certainly possible that any particular cop in LA might not care one little bit about what knife a person is carrying or how they are carrying it, I personally wouldn't gamble my freedom, and all the other unpleasantness involved in being arrested and charged with a weapons crime. It is entirely possible that a visible pocket clip might be viewed as "openly carried" by a cop or prosecutor.

Fortunately, I have no use for pocket clips at all. I've never needed to get to my knife in a hurry nor have I ever had the desire to advertise that I'm carrying a knife. But the information you provided and your attorney's advice are good to know regardless. Thanks. :)

Save autos, ballisongs, yes, depending on what county/municipality you're in.

Fixed blades and daggers have similar local laws regarding carry in public spaces, schools, etc. You can carry any size fixed blade or dagger from a state law perspective, as long as it's hanging off your hip and the handle is visible. The only time blade sizes are restricted is city/country/township laws.

California is actually a great state for knives as far as carry. Butterfly/Auto knives are not legal to carry but you can own them. You can carry any size fixed blade as long as it's showing, I.e Open carry. Carry a sword if you want but you will draw attention. Any size folder is legal as well. The only places that you would run into trouble are the urban areas like LA. California penal code section 17235 ( all folders are legal and any size blade) section 20200 states that open carry of fixed blades is legal of all size blades.

As far as LA, I carry all my big folders in LA. The cops have much bigger problems to deal with than me walking around with my folder. Most the cops carry Autos and are very cool with other knife guys. I run into cops all the time at Ross Cutlery on 4th and Broadway and they told me they don't worry about big folders unless you're causing problems.
