California laws / Where can I find up to date local laws?

I live in California. In LA County there is no length resriction on folders, but the law changes from city to city. Whats the best way to find out if I'm breaking the law just by driving through another city? Is there city officials that will answer my questions?

The only resource I found online for local law was out of date. Thier copy of LA County codes still had the 3" rule in it.
