can an interstitial page be added before creating a thread

*sigh*, another thread on the trade board where someone put a knife up for sale/trade (surefire delta). Amazingly, the stickies aren't enough. Could an interstitial page with big letters, flashing lights, or something be added before a thread is posted there? I think some new people just don't get it, and this could save some hassle for the mods. Might be annoying to those of us who know better, but the extra click could maybe save some aggravation and otherwise worthwhile accounts.
