I'd be shocked if it even has a name. It looks like it has a laser pointer and a plastic compass built into it, so it's likely bottom of the barrel Chinese gas station fare. If it has a name, it's probably something like "Master Assassin Ninja Slayer", or some other edge lord word salad.

I'd wager that's a mini flashlight. There are many folding knives out there with such flashlights. But that particular knife is extra "special" in that it also has a compass.
