Can anyone help date this Kelly Axe & Tool Works True Temper Charleston W VA "4" Double Bit Axe?

Hello, can anyone help give a time period of production for this axe?
Kelly Axe & Tool Works "4" is stamped on one side
On the Reverse is "True Temper"
It is bit welded/forge welded
9 1/2" Long 4 7/8" Bits
