I have many knives to trade and they are shown in pictures on my trade site. Some people do not reach trade agreement with me but still want my knives. Can I sell the knives to them after a trade is not agreed to if they request? Just need some clarification.

You can offer the same knives that you are considering trading in a separate "sale" thread in the appropriate area...or you can come to a deal via DM with the interested party.
The primary rules are:
Only one thread in a category within a 24 hour period. (So if you have multiple knives or items, they all go in one thread.)
No relisting of an item prior to two weeks elapsing.
But sales cannot be conducted in a thread in the "trading" area. For that, you have to follow the advice above.
