How do I? Can I change my time setting ?

Is there a way to coincide my local time to the forum time stamps? I'm CST if that matters, viewing from my phone.

I'm not sure what you are asking to do.
The software converts time stamps on posts to your time zone automatically. It does not have it's own time zone.

Post time says 8:31
Post times go from 59 minutes ago to 7:15 pm at 3:17 pm

I most often scroll by New Post so the timeline not following is quite annoying.

Click your name and in the left column click on preferences, there you'll find the time setting.
