Can I do a group buy?

I don't know where else to put this. I've been approached by G.E. Chen about setting up a group buy of his Duty II knife. He is unable to access bladeforums from China due to their internet issues.

My questions are:

Can I facilitate a group buy?
What section would I do it in?
Any advice?

Maybe someone else sees it differently, but to me, a group buy is characteristic of a Dealer.

That's why I asked. Kind of a gray area. I'm definitely not a dealer, I'm a knife maker. However, if this falls under that, then I will not jeopardize the forum.
