You probably can, however the angles must be accurate to the existing grind, or they will not cut properly. Scissors are best sharpened with guided type sharpeners, and do not lend well to free hand sharpening. If they are rare or valuable then I would not attempt them.
The important part with doing scissors is that you need to be able to disassemble them and adjust them. Theres no reason you couldn't freehand them otherwise.
as long as you know and respect the existing geometry. if you don't know how to sharpen scissors best take them to someone who does. where I work I see a lot of botched jobs because someone tried to do what the deemed right and the scissors were ruined. and they wonder why is that gap there? it can be done, but must be done right, after they are ruined its too late to go back.metal can be and is easy enough to remove,if you remove from the wrong place or remove too much it is impossible to put any of it back.
