Can regesterd users lock threads?

The reason I'm asking this is because I JUST LOCKED ONE I don't know how but I locked it

You can lock your own threads.

I use to be able to lock my threads from Tapatalk. Not sure if they changed that in an update, but I can't seem to find the option now.
