Can registered users post in GBU

Hello , I am asking because the thread Bad MeatyBacchus478.

So far I have only informed him of a thread concerning him.

MeatyBacchus478 has emailed me saying he can't respond and post to the thread. I have told him only to contact a moderator.

Of course a Registered User can post in GBU. He's been a member for 3 years, he should know how by now.
