Can someone let me know what model knife this is?

My wife is attempting to help her 91 yr old father identify his knife collection. We have been able to identify most of them, but there are still a few that leave us puzzled. This one in particular is a Winchester Trademarked Made in the USA. I have searched high and low and cannot find anything like it. I was wondering if you might be able to help identify it? Not an expert, but it appears to be a half congress pattern with the main blade being a Wharncliffe. Wouldn't have a clue on date of manufacture, but sure it isn't last week! Nice knife.
