Can someone make this for $200?

Hello I have posted a wanted knife maker on several sites and five times on this site.
Here's what I want the blade to like:

And I'd like it to have a blade made out of 13c26, 1095, or 01.
A full flat grind that has a 10 degree primary angle (total) and I'll put on the micro bevel
Hardness of 62-63rc
Thickness of 2mm
Length of 4"
Handle material doesn't matter. You don't even have to stain the handle. I'll stain it and lacquer it. Just send nice and oval. And the handle needs to be 4" long.
I'd like it to have that nice little brass cap where the blade meets the handle like in the pic.

Ask any questions if I left out anything
