Can the avg. Joe just buy a Spydie Civilian or Matriarch these days?

I'm not real clear on this issue, I heard something to the effect that Spyderco Civilians and Matriarchs were no longer available to the general public and that only Military/Police/Emergency personnel could have them, but I see them in a great deal of online stores like Knifecenter and 1SKS, which say nothing about needing to be an LEO or Emergency person.

What's the deal?

If they are still legit i think i'd very much like a serrated Matriarch or Civilian - they look to me to be the best designed combat folders money can buy.
 
As I understand it the purchase restriction was lifted some time ago - just not publicized much.

I purchased a Matriarch lightweight a few months ago with no question about my line of work.
 
Since they are for sale online, go for it! They are a pretty drastic way of telling someone you don't like them, but I think the Civilian especially is really too extreme except for anything but last-ditch self-defense.
 
As far as I know, the only possible restriction would be local blade length laws. Other than that, I believe they are available to anybody.
