Can you help identify this knife?

I can't find this knife pictured online at all. It has some differences from similar "lady's leg" knives. One, the large clip point blade is on top of the small blade. Second, the glittery scale is shorter than most. The shoe portion looks like a high-button lady's shoe. Blades are carbon steel, with KA-BAR on the large blade, and UNION CUT. CO. OLEANS NY USA.

Any idea of its age? I've been cataloging my father's extensive collection, but this one stumped me.
