I bought this at a gun show and the guy who sold it said that it was old steel, maybe hand made.

Somebody did a decent job. My Ganddad made a bunch of knives during WWII (and even more with better equipment later on). Some of his old knives are actually very similar. I'd say it was WWII era just from the style. Like a GI's Americanized version of the Fairbairn-Sykes.
