Can you re-heat treat 1084 carbon steel?

I have a few blade blanks that I heat treated last year before the cold weather set in. In looking at them this year and hardness testing them it appears that a hand full of them are not hardened all that well. They may have been done in my forge before I bought my knife oven. Can I re-heat treat them or should I just throw the in the scrap pile?
