There's local a guy who has been selling grinders for the last year or so on craigslist that he makes. Started out with ones that were fixed position. I think the first one I remember had a treadmill motor. He's gone through a variety of improvements/changes. His "wheel grinder" is just a castor wheel with improved bearings. This one has a 2.5 hp variable speed motor but it doesn't say if it is single phase or 3 phase motor.

Good part is he is selling this model with the 2.5hp motor for $800 Canadian. Doesn't look amazing....but price is rather cheap when you turn it into usd.

I don't think I am allowed to post a link to his craigslist ad but I have added a couple of his pictures. If that isn't allowed then please remove the post.

I don't know anyone who has bought one but I think I might go take a look at what he is making just to see how true things run and get a look at it in person.00b0b_giBhIeHbsmv_1200x900.jpg 01111_jKXD3eKUh2r_1200x900.jpg 00h0h_bJNbFy52BAA_1200x900.jpg00m0m_2ICldoyCJtu_1200x900.jpg

That doesn't look very good to me. The only thing it will do when flipped horizontal is to use the contact wheel ... which you can use in the vertical position. Looks pretty rickety. Homebrew contact wheel with a zirc fitting, treadmill motor, etc.
Yes that contact wheel is a castor wheel that you can buy at Princess Auto for about $30cdn. He has upgraded the bearings in it but that isn't much.
I just found it interesting watching his progression and changes to his design over time.

Not impressive, especially with that price.
I'm in Europe, but for another 100 CAD this 2hp grinder can be bought here
