Can't get knife sharpened... HElP!

Hey everyone! I've made a few blades before but they were never finished completely, and they where mystery steel😂 I went out and bought some 01, and I committed to finish the knife. That being said I was pretty happy with how it turned out, I mean they're only gonna get better, and I learned a lot. So now that's my finished project but I cannot seem to get it sharp no matter what. I can sharpen all my hunting knives no problem, and I've used two different stones. I did this for 4 hours yesterday and got absolutely no where! I have two theories, the bevel needs to be brought up and thinned, or it's a bad temper. I'm not sure what it is exactly though...Does anybody know what can cause this? And a solution to it? Thanks!

I use diafolds from dmt
black, blue, red, green and strop.
You can shave your arms after that. For a finer edge I use a waterstone (4000 to 8000gritt) between green and the strop
 
Before making an edge, you have to have a finished bevel. The bevel should come down to only a few thousandths. The cutting edge is sharpened from this. If the bevel is too thick, the edge will never get sharp. I take them down to almost sharp, then sharpen.

Second, the edge has to be hard steel. If the HT was somewhat fast and loose, there may be a lot of decarb. The edge needs to be ground back about .010" and the bevels need to be sanded/ground down to get to the hard steel under the soft decarb. This should be part of every finishing of a knife.
