Can't post in Hall of shame

Posts in the HOS are moderated to keep people from just adding stuff willy nilly. We don't want people making new threads without clear justification.
 
I had to approve the posts.
 
I guess I was confused. I thought permissions for that forum were set so only moderators could start a new thread but anyone could reply to a thread -- but no, it's a moderated forum? I'll have to stop moving threads there when they're still active.
